For the asset managers running that money, the supervisory framework sitting behind it -the <\/span><i><span style=\"font-weight: 400;\">Versicherungsaufsichtsgesetz <\/span><\/i><span style=\"font-weight: 400;\">(VAG), Germany&#8217;s Insurance Supervision Act &#8211; quietly dictates a set of data obligations that flow straight back to the fund. Understanding VAG is less about German insurance law and more about knowing what your German institutional clients will ask you to produce.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>One Act, two reporting worlds<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\">The VAG is administered by BaFin and governs insurers, <\/span><i><span style=\"font-weight: 400;\">Pensionskassen, Pensionsfonds<\/span><\/i><span style=\"font-weight: 400;\"> and related vehicles. For fund look-through, it effectively splits investors into two camps, and the distinction determines which data package a manager must deliver.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><b>Solvency II undertakings.\u00a0\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Larger insurers fall under the full Solvency II regime transposed into the VAG. Their look-through need is met by the Tripartite Template (TPT) &#8211; the security-level, SCR-oriented data sheet maintained through FinDatEx. Version 7.0 is the current production template. A successor, V8, is out for public consultation over summer 2026: a leaner template with fewer data points, reflecting the Solvency II review and the EU&#8217;s drive to simplify supervisory reporting, with implementation recommended for the start of 2027, ahead of the amended Solvency II regime that applies from 30 January 2027. If you already produce TPT for Solvency II clients elsewhere in Europe, this camp is familiar territory.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>AnlV and PFAV firms.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The second camp is the one managers often overlook. Smaller insurers, <\/span><i><span style=\"font-weight: 400;\">Pensions Kassen<\/span><\/i><span style=\"font-weight: 400;\"> and funeral-expense funds invest their guaranteed assets (<\/span><i><span style=\"font-weight: 400;\">Sicherungsverm\u00f6gen)<\/span><\/i><span style=\"font-weight: 400;\"> under the <\/span><i><span style=\"font-weight: 400;\">Anlageverordnung<\/span><\/i><span style=\"font-weight: 400;\"> (AnlV); <\/span><i><span style=\"font-weight: 400;\">Pensionsfonds <\/span><\/i><span style=\"font-weight: 400;\">follow the parallel P<\/span><i><span style=\"font-weight: 400;\">ensionsfonds-Aufsichtsverordnung <\/span><\/i><span style=\"font-weight: 400;\">(PFAV), which mirrors much of the same structure but relaxes the quantitative mixing limits. BaFin&#8217;s Capital Investment Circular 11\/2017 (VA)- the <\/span><i><span style=\"font-weight: 400;\">Kapitalanlagerundschreiben<\/span><\/i><span style=\"font-weight: 400;\"> &#8211; sets out the supervisory practice across these firms. None of them need a TPT; they need their fund holdings mapped to the relevant investment classes, and under the AnlV to the mixing-and-spreading limits, so they can complete their BaFin statements. The market standard for delivering that is the BVI&#8217;s &#8220;VAG-Reporting&#8221; data sheet, a German-specific look-through format the BVI maintains and periodically revises<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <b>Why this is a manager problem, not just an insurer problem<\/b><b><br \/>\n<\/b> <span style=\"font-weight: 400;\">The insurer carries the regulatory obligation, but it can only meet it with security-level transparency the manager holds. So, the request lands on you: a German mandate typically means producing a TPT for the Solvency II clients and a BVI VAG data sheet for the AnlV clients &#8211; two outputs, different structures, same underlying portfolio.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> That&#8217;s the trap worth avoiding. Treated as two separate exercises, German reporting becomes two production lines, two reconciliations and two points of failure. Treated as outputs assembled from one governed, security-level dataset, TPT and the VAG data sheet are just different views of the same golden source &#8211; which is exactly how look-through reporting should be built.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> If German institutional money is in your book, the practical question isn&#8217;t whether you&#8217;ll be asked for VAG-flavored data. It&#8217;s whether you can produce both templates from a single, validated source without doubling the operational load.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> And Germany is not unique here. Italy (COVIP), the Netherlands (FTK, now transitioning under the Wtp pension reform), Austria (PKG) and Sweden (Traffic Light) each run their own national look-through regime for institutional fund investors &#8211; different templates, same underlying requirement.
